She was ineligible to succeed Governor Bolin to the governorship after his death as she had not been elected to the Secretary position. In the next election, she ran and won the Secretary of State position and became Governor on February 8, 1988 when then Governor Evan Mecham was impeached. She served as Governor until March 6, 1991.
